Lots of people vacation in Europe every year and hire a Jaguar in Berlin, it's one of the tourist hot spots in the world and it's a well earned title. There is so much to see, and so little time to see it, that you might be tempted to take a guided tour, where a tour guide takes you around in a small bus with a bunch of other people to many of the interesting sites. One huge problem with that is most of the people on those tours take lots of breaks for restrooms and restaurants, and that wastes a lot of time. If you rent a car you can make your own itinerary, go where you want, eat where you want and never have to wait for anyone.
One of the things that scares people away from renting a car in Europe are the images of aggressive driving in places like Italy and France that have been perpetuated mostly by American movies. Of course, some of this driver aggression is really true in the larger cities where people have lots to do and very little time to do it in. However, once you get out of the big city and onto the country roads you'll find there are far fewer cars, plus people are very courteous and respectful as well. One of the biggest differences of driving in places like Italy, England, or France is that drivers tend to take action quite quickly when turning or changing lanes, most of the time without signaling or any other type of warning to other drivers.
What would be considered "cutting you off" in America is just part of the fast pace of driving in Europe, but once you get used to it you'll see that it is the most efficient way for them to get around in heavy traffic. But, if you rent a Jaguar in Berlin, you can drive all over Germany in one of the nicest cars, and you don't even need to drive fast to look good. Some of the cars that can be had at a rental agency in Europe would be considered exotic in the United States, but are fairly normal in Europe since that is where they are made. Cars like Jaguars, Mercedes, Fiats, and Ferraris are much more common in Europe and less expensive to rent there.
In most cases you'll need to be at least 25 years old, have a clean driving record, proof of full coverage insurance, and a major credit card with enough space to handle the deposit and rental fees. Nearly all rental agencies will take the trouble to check your driving record in the United States, call your insurance agent to verify your insurance, and insist on a credit card to do the transaction.
So if you want to see Europe by car the first thing to do is check to see if you can hire a Jaguar in Berlin or Ferrari in Bonn so you can drive the car of your dreams on your vacation. It will be the vacation of a lifetime that will be the subject of conversation at the dinner table and local bar for decades to come.
